PIP reform from 8 July 2026: an inspector can reclassify a contract as employment

On 8 July 2026 the reform of the National Labour Inspectorate (PIP) came into force. The key change: an inspector can issue a decision that a civil contract is really an employment contract.

How it works

  • A decision is possible when the work looks like a job: under supervision, at a place and time set by the client (Art. 22 § 1 of the Labour Code).
  • First the inspector issues an order and the company can fix the contract itself. A decision follows only if it does not.
  • The decision can be appealed to a labour court within 30 days.
  • ZUS and the tax office act independently of the PIP decision.

Length of service

Since 1 January 2026, periods on an umowa zlecenie or running your own business count towards length of service if contributions were paid.

What it means for couriers

In delivery apps you decide when you ride and which orders you take — a typical civil contract. The reform targets cases where an umowa zlecenie hides an ordinary job.
